Saleem Legal Group is a Kuwaiti law firm founded and led by two brothers, Ahmad Maher Ahmad Saleem and Abdulrahman Maher Ahmad Saleem. Both are Kuwaiti-licensed lawyers registered with the Kuwait Bar Association. We act for private clients, investors and companies, and we work in Arabic and English.
Who we are
The firm is founder-led: the two founders take responsibility for the advice that leaves the office. We do not present ourselves as a general-practice firm for every dispute. Our work is concentrated in six areas where wealth, investment and business meet Kuwaiti law, and a matter that falls outside them will be identified as such at the outset.
Our approach is to give a clear legal view in plain language, to explain which Kuwaiti authority a step goes through, and to keep the client informed of what is decided by the authority and what is decided by the client.

The firm's office is at Mohammed Rafie Maarafie Street, Block 1, Building 30, Floor 12, Office 24, Bneid Al-Gar, Kuwait City, in the Al Asimah governorate. Meetings are held by appointment, and consultations can also be held by Zoom for clients who are abroad or prefer to meet remotely.
Working with Kuwaiti authorities
A large part of a Kuwaiti legal matter is procedural. Depending on the matter, we deal with the Ministry of Commerce and Industry for company registration and licensing, the Capital Markets Authority and Boursa Kuwait for securities and listings, the Kuwait Direct Investment Promotion Authority (KDIPA) for foreign direct investment licences, the Public Authority for Manpower for work permits, and the Ministry of Interior for residency. Where a matter must be argued, we act before the Kuwaiti courts.
We do not promise outcomes or timelines. Each authority decides within its own powers and procedures, and we say so before a matter begins.
